Farley City Council met Monday, December 3, 2007, 7:00PM at City Hall.  Mayor Pro Tem Kramer presiding.  All council present.

Agenda approved upon motion.

Motion Jarding, second Scherrman to approve Resolution 102-07 approving payment of MSA Professional Services invoices in the amount of $1,890.90 for Water System Construction Admin services and Resident Project Representative services.  Five ayes.

Tom Brooks General Manager of Western Dubuque Biodiesel was present regarding city sewer billing charges.   He stated that the plant has a flow meter in place for wastewater discharge.

Motion Jarding, second Scherrman to bill sewer charges for Western Dubuque Biodiesel based on actual wastewater discharge.  Five ayes.

Wastewater Use Agreement was tabled for future agenda.

Public Works Director Link relayed to council the need for a new snow blower. 

Motion Jarding, second Petsche accepting bid of $470.00 from Riesburg Rental for snow blower purchase.  Five ayes.

Police Report received and filed.

Motion Hefel, second Petsche approving the third reading of Ordinance 2007-04.  An Ordinance amending the Code of Ordinances by adding a new Section 1-3-3, Administrative Penalties for Municipal Infractions. Hefel, Petsche, Scherrman, Kramer aye.  Jarding nay.  Motioned Carried.

Motion Petsche, second Scherrman approving adopting Ordinance 2007-07 Municipal Administration Penalty Fees.  Petsche, Scherrman, Hefel, Kramer aye.  Jarding nay.

After much discussion on Seventh Avenue drainage and the proper fix it was agreed upon for Public Works Director Link to get an estimate on a larger culvert and lowering it further than the existing culvert in place.  Item to be on next agenda.

First Avenue pavement markings and parked vehicles from Fifth Street going east were discussed.

Motion Kramer, second Hefel to put No Parking Ordinance for a portion of First Avenue NE back on agenda.  Five ayes.

Motion Hefel, second Petsche to approve the consent agenda.  Approved were minutes of 11/19/07 and bills as presented.  Five ayes.
