Farley City Council met Thursday, November 8, 2007, 7:00PM in a special session at City Hall to address Western Dubuque Biodiesel TDS levels. Mayor Einwalter, Scherrman, Jarding and Kramer present. Hefel and Petsche absent.

Bill Blum, City Attorney; Steve Thompson, MSA Professional Services; Mike Wade, DNR; Tom Brooks and Bill Schueller of Western Dubuque Biodiesel were present.
Mike Wade of the DNR relayed to council that there is no set limit for TDS levels for wastewater plants at this time but there is a trigger limit of 1188 TDS that would mandate a WET test. He does not believe the trigger limit would be reached with biodiesel wastewater discharge. In regards to the pretreatment agreement between the city and the biodiesel plant he suggested a zero limit of TDS and to monitor the levels. If the trigger limit would be reached, biodiesel would be responsible for the WET test costs and the city may put restrictions on the TDS levels depending the outcome of the WET testing. He stated that he would advise what level of TDS would be appropriate if the city wanted to include a limit in the pretreatment agreement.
Tom Brooks of Biodiesel stated that the plant has acquired their own permit and hauls wastewater to Dubuque and Des Moines. He stated that they would like a zero TDS limit but would agree to a limit of 3000.
Steve Thompson of MSA Professional Services stated the agreement should include the trigger limit of 1188 TDS levels and include the option of putting restrictions on the TDS levels depending the outcome of the WET test.
Motion Kramer directing City Attorney to write a pretreatment agreement for council to review. Second Jarding. Three ayes.
