Statewide Enhanced Public Health Measures

Summary of Enhanced Public Health Measures:
(Effective Tuesday, Nov. 17, at 12:01 a.m. until Thursday, Dec. 10, at 11:59 p.m.)

Mask Use: Indoor spaces open to the public & State executive branch buildings

  • Masks required when individuals are within 6 feet of one another for 15 minutes or longer with certain exceptions

Gathering Restrictions: Social, community, business, or leisure gatherings

  • No more than 15 people indoors and 30 people outdoors
  • These restrictions apply to wedding receptions, family gatherings, conventions, and other nonessential gatherings but do not apply to gatherings that occur during the ordinary course of business or government

Sporting and Recreational Events: Youth and adult group sporting and recreational gathering are prohibited except for high school, college, and professional sports

High School Sports & Extracurriculars: Sporting, recreational, and extracurricular events

  • Only two spectators permitted for each high school athlete, performer or competitor, and must wear a mask and maintain 6 feet distance from other spectators
  • Students can be closer than six feet and are not required to wear masks

Restaurants and Bars: Restaurant or bar, including a wedding reception venue, winery, brewery, distillery, country club, or other social or fraternal club

  • Closed to in-person services at 10:00pm
  • No bar seating
  • Masks required when not seated (while playing games, dancing, etc.)
  • Six feet distancing between groups
  • Groups limited to 8 people unless larger group is all same household
  • Seated when eating or drinking and limit congregating

Fitness Centers: Fitness centers, health clubs, health spas, gyms

  • Group fitness activities are prohibited

Casinos & Gaming Facilities: Masks required except when seated to eat or drink

Closer/Prolonged Contact Establishments: Bowling alleys, pool halls, bingo halls, arcades, indoor playgrounds, children’s play centers

  • Closed to in-person services at 10:00pm
  • Mask required when not seated to eat or drink
  • Ensure that groups and individuals are six feet apart at establishment
  • Groups limited to eight people unless larger group is all same household

Nonessential/elective surgeries: A hospital must reduce its in-patient, nonessential surgeries to a level that uses at least 50% fewer beds than it did on average during September 2020

Dubuque County Mask Mandate

The Dubuque County Board of Health and Dubuque County Board of Supervisors have approved requirements for face coverings and social distancing in order to lower the spread of COVID-19. The requirements take effect November 18 and expire March 1, 2021 unless extended or terminated early. See full resolution.

Every person in Dubuque County three (3) years of age or older must wear a face covering that covers the person’s nose and mouth when in a public place as follows:

● In public, as opposed to being in one’s place of residence, when one cannot stay six (6) feet away from others;
● Inside of any indoor public settings, for example, but not limited to:
● Grocery stores
● Pharmacies
● Hardware stores
● Retail stores
● Other public settings that are not one’s place of residence and when with persons who do not live in the household;
● Outside, if keeping six (6) feet away from others is not possible; and
● Using public transportation or a private car service (including taxis, ride share, or carpooling).

All businesses that are open to the public must post signs at the entrance(s) informing customers of the requirement to wear a face covering while inside their business, as stated in this Resolution. (The City of Farley is coordinating efforts with county officials to create and distribute signs for local businesses).  Face coverings must be provided by the businesses for customers who do not have their own.

The following persons are exempt from wearing a face covering:
● Persons younger than three (3) years of age due to the risk of suffocation
● Anyone who has trouble breathing or is on oxygen therapy or a ventilator
● Anyone who is unconscious, incapacitated, or otherwise unable to remove the face covering without assistance
● Anyone actively engaged in a public safety role, including but not limited to law enforcement, firefighters, or emergency medical personnel, although a mask should be worn if possible.

Places and times where persons are exempt from wearing a face covering:
● While traveling in a personal vehicle alone or with household members
● While a person is alone or in the presence of only household members
● While outside, if keeping six (6) feet away from others is possible
● While exercising at moderate or high intensity such as jogging, biking, swimming, or being in or around a body of water.
● While seated at a food establishment in the process of eating or drinking
● While obtaining a service that would require temporary removal of the person’s face covering
● When federal or state law prohibits wearing a face covering or requires the removal of the face covering

The Dubuque County Board of Health continues to strongly encourage citizens to adjust to life with COVID-19 in an open economy, prior to the availability of a vaccine, by:

1) Regularly washing your hands for twenty (20) seconds and routinely sanitizing frequently touched surfaces;

2) Practicing social and physical distancing whenever possible; and

3) Monitoring your personal health and if you are exhibiting COVID-19 symptoms or have been exposed to a positive COVID-19 case, staying home and contacting your medical provider.

    Feeling Sick?

    If you feel sick with a fever, cough, or difficulty breathing or if you have been in contact with someone confirmed with COVID-19, please call your healthcare provider and notify them of your symptoms and any recent travel. Your healthcare provider will determine if you need to be seen in the office and if so, will provide special instructions to prevent exposing others.

    Public Access to City Offices/Council Meetings

    The City of Farley will be limiting access to City Offices in order to reduce the serious and potential thread of COVID-19 for the protection of residents and city staff.

    City staff will continue to work and provide services. You can still access the City of Farley website for utility payments or call by phone at 563-744-3475.

    Public attendance at council meetings has been suspended and can instead be accessed remotely. See council meeting agendas for access information.
